Ainz and his allies took two different approaches for spreading their influence in the Kingdom and the Empire.

In the Kingdom, they took over a shadow cabal and ruled the Kingdom through its criminal underground.

As for the Empire, they flexed least of their capabilities as a nation and destroyed the confidence of the Empire's absolute ruler. The Empire had no choice but to vouch for their diplomatic existence and thus the Sorcerer Kingdom was born.
