The four previous books combined have a word count greater than the entire lord of the rings trilogy. It's no small wonder then, that the author might be running out of steam. You can see the review count drop off a cliff for the books after this and I think for good reason.
It feels like the author was forced to write this one. He's trying to wear shoes that just don't fit him. Maybe he was concerned that Paradise would feel too small if he didn't make the main character play politics for 200k words. This might have been a good idea if he didn't suck at it. Every attempt at establishing a conflict is halfhearted. Every challenge is too quickly resolved.
