In this book, Martin Carnoy explores the surprising success of the Cuban educational system, where the average elementary school student learns much more than her Latin American peers. In developing the case for Cuba's supportive social context and centralized management of education, Carnoy asks important questions about educational systems in general. How responsible should government be for creating environments that encourage academic achievement? How much autonomy should teachers and schools have over their classrooms? Is there an inherent tradeoff between promoting individual choice and a better system of schooling? Cuba's Academic Advantage challenges many prevailing views about the effectiveness of educational markets, school and teacher autonomy, decentralized decision-making, and government responsibility for children's social and economic welfare. Drawing on interviews with teachers, principals, and policymakers, as well as hours of videotaped material taken in more than 30 classrooms, this book brings new evidence to bear on controversial educational issues currently under debate in many countries.

I was really disappointed with this book. Unfortunately, the majority of conclusions of the book can not be asserted with the data collected. Even the author admitted that. The book has a lot of sentences like "our date do not allow us such affirmation".

Only 10 Cuban schools were analyzed in the study! (eight of them in Havana). There is no standard test, questionnaires or something like that. All methodological tools were qualitative and the author draws a lot of conclusions grounded exclusively in videos done in these schools.

I'm still waiting for a serious study about Cuban basic education. I'm sure we have a lot to learn with Cuban educational system, but this book is not a good start.

O autor limita de forma bem definida os dados obtidos para a análise da proposta, contudo sua argumentação carece da definição das convenções usadas, caindo num arcabouço de "achismos" que foge da análise crítica-comparativa a que se propõe, enfim se reduzindo a uma crônica sócio-educacional.

Talvez a abrangência do projeto (Brasil/Chile/Cuba) em um assunto como a educação, que comporta uma gama de variáveis, tenha provocado inúmeros problemas em sua produção.

Ao término do livro, tem-se a impressão que leu-se um relatório político que se desequilibrou entre fatos históricos mal explanados e dados específicos para conclusões genéricas.

A vantagem acadêmica de Cuba intriga pelas comparações entre as nações estudadas - Brasil/Chile/Cuba - e suas alusões à educação estadunidense, mas não cumpre a análise a que se propõe.

Eu tava tentando vislumbrar onde esse livro queria chegar, pois foi publicado no Brasil pela Fundação Lemann. Mas tentei deixar isso não contaminar minha percepção.
A análise é bastante ambiciosa e, como o próprio autor reconhece, cheia de lacunas. Até acredito na boa intenção dos pesquisadores, que aparentemente tentaram ser o mais objetivos possíveis. E eles são bastante elogiosos ao sistema educacional (e, com ressalvas, ao regime) cubano, o que reduz o "americanismo" da obra.
O que temos ao final, porém, é a sutil culpabilização do excesso de "ideologias" nas universidades, da competência e da autonomia dos professores em sala de aula pelo fracasso escolar brasileiro. O exemplo cubano é perfeito justamente porque não pode depor contra o autor, que tenta descobrir as causas do sucesso acadêmico de um país, vejam só, socialista.
"Apesar" do socialismo cubano, a pesquisa é capaz de reconhecer qualidades na centralização estatal da responsabilidade educativa. E também a objetividade da formação dos professores cubanos, que aprenderiam a focar somente no ensino em sala de aula, e que seriam educados para a prática pedagógica pura e objetiva, sem a contaminação ideológica das universidades de países não socialistas.
O livro, apesar disso, traz críticas interessantes e eu, como professor, gostaria de refletir sobre eles de forma não tão reativa (como a ideia da supervisão docente construtiva, principalmente para os novos profissionais).
Mas ô livrinho chato de ler. E liberal. Muito liberal.

To be honest, I only skimmed through this book. I read the first chapter, Context Matters, and the last chapter, Lessons Learned, but only skimmed through the rest, as it seemed a little too dry and research-oriented. I thought the book was pretty good, though not earth-shattering in its conclusions.
