Although now thirty years out of date, Gerald Segal's one volume guide to global issues as they stood in the early 1990s is still useful as a summary of international relations at that time.

From there, you just have to fill in the subsequent three decades aware that many of the apparently intractable problems and disputes of what will soon be the mid-twenty-first century have very long histories and are unlikely to be resolved quickly.
