"Evidently, the time has come to describe and assess the shift and its effects on policies per se. And this book does so brilliantly. It takes stock of the relevant literature and also identifies significant theoretical issues as well as practical problems associated with public implementation in the new context of governance. Thus, the book is depicted as a state-of-the-art on public policy implementation" -- CHOICE Bringing the major current insights in implementation research and theory together, Public Policy, Implementation and Governance reviews the literature on public policy implementation, relating it to contemporary developments in thinking about governance. The text stresses the continuing importance of a focus upon implementation processes and explores its central relevance to the practice of public administration. In light of the changing nature of governance, Hill and Hupe suggest strategies for both future research on and management of public policy implementation. Their basic approach is firstly, to understand the process of implementation and secondly, to address how one might control and affect this process. Re-exploring the state of the art of the study of implementation as a sub-discipline of political science and public administration, this book will be essential reading for students and researchers in public policy, social policy, public management, public adminstration and governance.
Implementation, putting laws into action and making them real--not just words on a piece of paper--is a key stage in the policy process. It is also one of the less obvious to most citizens. If good ideas do not get implemented well, the ultimate result of a policy may be failure.
This book is valuable because of its near encyclopedic coverage of a myriad studies on the subject. If you are a doctoral student preparing for comprehensive exams in policy, this book would be a great resource for the implementation part of the policy process.
Is it a good read? Not really. It can be rather slow going. But its coverage still makes this a valuable work. The book does a nice job looking at the ongoing issue of "top down" models (have central governments enforce implementation) versus "bottom up" (take into account the role of those who actually implement policy; if they work against policy, it may end up failing). The authors also discuss the various efforts that try to synthesize bottom up versus top down.
The book also discusses the extent to which implementation remains a live area for research.
In short, if one wants to get a sense of the landscape in implementation research these days, this would be a good resource. Don't expect to enjoy reading the book, but do expect to get acquainted with the literature and the debates within that literature.
Based on research, the book presents a number of issues related to cultivating public policy and challenges to their implementation. The author has given ideas of the public policy theory its relationship in practice while in implementation process. It is great deal in modern public management. The book contains illustrative as well as empirical examples which help readers, researchers, civil servants and administrators to get clarity in public policy cultivation and implementation. The greatest challenge to policy and legislation is the implementation process. Anyone interested in implementation of policy and legislation must know its obstacles and how to overcome them. The policy announcement isn't really an achievement until it's get implemented. Those at the helm of state affairs and bear responsibilities for the implementation of policy and laws and serious to deliver in executing in their responsibilities they will find this book helpful.
A best book for public administrators and civil servants irrespective in which part of the world they serve..
