Fairly typical HR book. A few interesting bits about development of the incumbent profile method, and some wartime psychology. Mostly just a book with a lot of "use this rating tool" (almost all which are subjective ratings) recommendations and no numbers.

Good part is that it is short. I read it in a few hours.
