Back in the early 1980s there was a television series called Werewolf that my brother I and enjoyed. This series gave my brother inspiration to run a D&D campaign where the PCs were involved in a grand power struggle between various powerful people who were fighting for control of the various lycanthrope "bloodlines" (as my brother called them); each bloodline of the prominent weretypes were lead by a "Chosen" who was deemed fit and worthy to command and advance their particular weretype. There was in-fighting as individuals fought and politicked to be the Chosen and there was also fighting between the various weretypes as well. Of course, the PCs in this campaign played lycanthropes (I played a Ranger Werebear).
This supplement came out about a decade after my brother did his campaign, but it is dedicated to giving information on running a D&D campaign where players play lycanthropes. There are many weretypes available (Werewolves, Werebears, Werefoxes, Weretigers, Weresharks, Devil Swine and Wererats to name a few) that players can be infected with and level in (in addition to their normal character's class) and each weretype has a mix of common and unique powers. There is also a detailed background on lycanthropy in the Principalities of Glantri setting, rules on the effects of lycanthropy and a campaign setting, the Valley of the Wolves (set in Glantri), that has a rich (mostly) werewolf-themed setting and the bios of the various personalities of note.
