The first two thirds of this was the slowest of the Kern "Cap Kennedy" stories that I've yet read. The basic idea is that a super powerful alien race has determined that Earth has to win the "Galactiad," which is a space Olympics, or be destroyed. The first two-thirds of the book are all about positioning and politics and I almost put the book down. In the last third, the actual competition starts and we get to see Cap Kennedy in action. This brought back the action adventure aspects missing in the early part and I liked it quite a lot. That earned back a star from me.
