Jacques Delors was a French who run the European Commission in a period in which it developed the Single Market. Its leader was instrumental in European and French politics, a Socialist like most intellectuals in France. This book is very interesting if you're interested in French and European developments in the late 1980 and early 1990s. Delors was very good at economics and fought with various other French politicians for power. He even run for mayor in a small city France, which he lost. He was a finance minister in Mitterand government but held market oriented views, which I think was the key for him being approved by Germany and other European leaders.
