The International Commission on English in the Liturgy (ICEL) is a commission set up by a number of episcopal conferences of English-speaking countries for the purpose of providing English translations of the liturgical books of the Roman Rite, the originals of which are in Latin.

Decisions to adopt these translations are made by the episcopal conference of the country concerned, and these decisions are reviewed by the Holy See before being put into effect.

This book is not one someone would read cover to cover. This is a study resource more than anything else. I originally purchased this for a class I was taking for my degree. So, I read many sections of this book then. I have re-read parts of it recently for another class I am took (for my professional certification and, hopefully, a master's degree).
It is just what it says the rites of the Church. You can look up, say, the rite of Baptism and the rite is in there word-for-word, actions annotated. There is an explanation section before each rite. It outlines the history of the rite and where everything in the rite came from, with reference to other documents including Scripture and other Church writings. If you are in Church ministry, this is a must have for your office shelf.
