This was a very hard book to find and a very expensive one to obtain a copy of for a long long time. Today, it can be downloaded for free from google books.
Another textbook I used while at university. It amounts to 450 odd pages of theory, along with results tables and diagrams from empirical experiments in fluid drag. It presents a vast wealth of experimental data within one body of text. Full citations are included for test results, and diagrams and graphics are clear enough to be read off and even reproduced where necessary.
This is the master text for statistical data on drag, and for it's current price it cannot be bettered as a reference work on the subject.
