At the end of the Thanos Imperative, Peter Quill gave Cosmo instructions to put together a team far stronger than the Guardians of the Galaxy in order that they could protect the universe from any threats facing it.
Cosmo did just that...
The Thanos Imperative: Devastation is really more of the bridge into a new series than it is a sequel. It's pretty much an arrow to where to pick the story up. Cosmo is a cool dog so it wasn't bad.

Sets the stage for the Annihilators. If you don't care about that team then this is easily skippable.
