The first half is an essential read for anyone who has to write full tests or even smaller so-called "knowledge checks" in business environment. The sections on calculating reliability and validity will be less relevant if you (like me) usually work on a smaller scale and with lower stakes, but it's good to know these chapters are there if I ever need them. The last portion that deals with legal considerations is largely irrelevant if you're outside the US.
