Wenceslau de Moraes nasceu em Lisboa a 30 de maio de 1854 e faleceu a 1 de Julho de 1929, em Tokushima.
Enquanto oficial da Marinha, exerceu funções inerentes ao seu posto em Macau, Moçambique e Timor. Chegou a Macau em 1888, aí permanecendo até 1898.
Da sua relação com Mo Wong Shi Moraes, também conhecida como Wong Ioc Chan e Atchan, nasceram dois filhos, José (n. 1893) e João Moraes (n. 1894). Estes acompanharam a mãe para Hong Kong quando Atchan decidiu abandonar Wenceslau.
Já no Japão, Wenceslau de Moraes assumiu em 1899 o posto de cônsul de Portugal em Hiogo e Osaka. Logo depois foi nomeado para exercer essas funções em Kobe e Osaka. A seu pedido, foi exonerado deste posto e da Marinha em 1913.
