The Navy is preparing to make significant investments in personal computer (PC) simulation-based learning systems. Presenting learning material in various formats and taking advantage of multimedia technologies has been shown to greatly benefit the learner. Simulation is one such technology that can provide enhanced learning experiences. The purpose of this document is to help establish a foundation for investments in PC simulation-based learning systems and build consensus among those involved in their development and delivery. The document outlines the Navy?s goals and objectives with respect to these systems. It is specifically focused on simulation-based learning systems that can be delivered over the Internet to common PC configurations. It does not address high-end simulations such as flight simulators or total immersion simulators that require special purpose hardware, facilities, and support staff. The target audience for this document includes Navy Education and Training Command (NETC) claimants, Navy Systems Commands, and trainingproduct development contractors. The document is intended to provoke thought and discussion. It may be consulted as a stand-alone reference on PC simulation-based learning or as a section in the larger Integrated Learning Environment (ILE) specification.
