This study presents information regarding elements affecting movement, means of movement and their control, general methods of railway operation in theater of operations, unity of control of railways, and control of construction. The author concludes that within the railway service, the organization and command provided in the regulations of that time were in general agreement with accepted European practice. The chain of command and control between the commanding general and the director of railways appeared to differ from that of France and England.
