Bob Mitchell, Lieutenant, California Highway Patrol (retired), with 32 years of drunk driving enforcement experience and a record of arresting more drunk drivers than anyone in history (19 on one weekend), has the credentials and is eminently qualified in outlining a comprehensive review and analysis of the drunk driving problem. Mitchell is recognized by the California Superior Court as an expert in the field of drunk driving enforcement. He graduated from California State University Sacramento, and the National FBI Academy, Quantico, Virginia.
