It's hard not to like this book. It's a very pleasant science-fantasy focused on a quirky civilization in a distant multi-star system. Inhabited by characters largely familiar: bookish priests, scheming old politicians, young political hot-heads, etc. And then layered with sufficient "otherness" that it's all quite charming. The only blanket criticism I would lay down is the bad guys aren't bad enough and the good guys are not completely good. Everyone goes around behaving in a way true to their situation... very rationally.
I found the world-building to be great fun, worth the read. The plot was... less than I hoped for but more that it could have been. If you take out the illustrations it's just less than two-hundred pages, so you don't really have time to get too upset. Most of the characters were a little static. I wouldn't call them wooden, per se. It's clear they had depth when they discussed their previous lives. But within the scope of the story, only one character displayed any growth.
There's also incessant rambling about libertarianism and anarchy. It's easy to ignore, though. I mean, hey, if you're going to go off political theory in a sci-fi epic, check to make sure your initials are URSULA-K-LEGUIN. If not, go easy on the PolySci 101 stuff.
But If you like inhabiting distant worlds with somewhat familiar, but decidedly different societies, you'll probably like this book. If you're a stickler for plot and character development, it will likely leave you cold.
