Not the most elegantly written work out there. Wright was no great stylist. However, this work is jam packed with thought provoking ideas. For instance, he lays out an an analysis of the evolution of intergovernmental relations (IGR), stage by stage. Many might disagree (I am not fully comfortable with the full perspective), but it is thought provoking and provides a handle for understanding IGR.
