This is a fantastic book for young children to practice their scissors skills. I have used it with all three of my children. It starts out simple and gets progressively harder. I find that my kids do best with this book (especially toward the end, where things get tricky), in the upper age range given for the book.

A fine book, and I'm convinced it'll help with cutting skills. However as a parent with limited time and unlimited skills to teach, Cutting just isn't making the cut.
