This is one of the books I use for my Political Economy class in graduate school and it is quite comprehensive, with a good introduction to the subject and a really useful section on the nature of goods and the strengths and limitations of markets.

Definitely not the best public policy analysis book out there. Its has two strengths: a great index and a soft cover.
