He used non-related information to build a story, like what he did on pages 27-28, he mentioned a report although in fact it was a summary, then stuffed the pages with another old message from the ambassador happened two weeks ago without without referring to that, then made sure to confirm to the readers on page 29 that message was the report he was talking about; So surely he tried to manipulate the readers. I couldn't find out what he did, without following his citations, which were badly referred to the exact pages most of the times.
