Eisenach and May, with The Progress and Freedom Foundation, commissioned nine essays that were presented at a conference in Washington, DC, in December 2000 with the hopes of influencing the incoming presidential administration. Michael K. Powell, who has now become the Chairman of the Federal Communications Commission, delivered the keynote address. He and others argue for more deregulation in the communications industry. Competition in local and long distance phone service, making the electromagnetic spectrum property, and the constitutional legitimacy of the public interest standard are among the topics.
