Though his works mostly deal with an earlier era (i.e., China pre-Tian An Men incident; pre-1989), any work by this this top-echelon China specialist (born in China, d. 1999) is worth perusing by readers interested in China in the 20th century. And indeed, this work (published 1985) still has relevance today. Window-dressing claims of "political modernization" aside, contemporary goings-on in the State Council and Central Committee are not so far removed from what is described in this excellent short work. Used copies of this tome are available. Strongest recommendation. Enjoy.
