Times are tough for the River City Police Department. The city budget is collapsing, forcing an already understaffed department to contemplate laying off cops. The community is upset over the handling of recent events, and their anger is impacting the agency from the ground up. Negotiations with the police union are somehow both heated and stagnant at the same time. To "fix" the problem, the mayor appoints a new chief, but the cure may be worse than the disease.
Worse yet, a killer is stalking the streets of River City, targeting vulnerable women. Rookie detective Katie MacLeod is assigned to assist in the effort to stop him but the case is stymied.
Somehow, the men and women of RCPD have to put aside all of the distractions and focus on their jobs – to serve and to protect.
River City has problems…a LOT of them. This story explores how the police are dealing with issues they face. It is told sequentially by date and time in short scenes moving the story forward from one situation to the next slowly showing just what some of those in the city are dealing with daily.
What I liked: * That it felt real and believable * That I could relate to the characters and cared about them * Seeing the perspective of various characters dealing with similar but different issues * That the characters were not perfect * Seeing the dynamics at play between the various characters * Watching the growth of Katie * Captain Saylor: a good man doing his best in a difficult situation * Chisolm: another good man, trainer, leader, Vietnam veteran, and more – curious about what he will be doing in the future * The way the issue of sexual harassment in the workplace was handled and the way that issue was resolved * The comradery on the job * The way some/most had the backs of the wo/men they worked with * Browning: a dedicated detective that knew his job well * The exploration of Hiero’s personal situation * The way the serial killer was apprehended * Wondering about the three men in “the old boys’ club” will fare in the future * Hoping that the healing the city needed might be found with the addition of the new character at the end of the book * Wanting to read book eight to see how River City is doing in the future
What I didn’t like: * The serial killer * The new police chief – Sammael * The way some of the police department behaved * Not knowing the characters as well as I would have if I had read all of the books in the series – that said – no problem enjoying this as a standalone story.
Did I enjoy this book? Yes Would I read more in this series/by this author? Definitely!

As a retired LEO, the river series brings back memories of being on the job. The players are the same,the names are different but the stories and antics are the same in every PD through out the world. Highly recommend great read. Please keep up the reality in the life of cops and recalled they live in. Keep job the great writing and stories as they are truly enjoyable reading.
An excellent police detective story. I was engaged in the characters and their individual stories from the get-go. There's a lot going on, and because I'm now invested in some of the many characters, I want to read the rest of this series.
