Quite an interesting theoretical discussion of Soviet power, and of Soviets as an institutional form, from a Marxist-Leninist perspective. Within the terms of this ideology (but probably only from this perspective), it presents a convincing critique of the ways in which Soviet political development, especially under Khrushchev but beginning as early as 1936, represented a deviation from basic Leninist principles. On the other hand, one would need to *really* stretch to find much empirical support for this ideological narrative in Soviet history. Nonetheless, a really useful discussion of Marxist-Leninist theory, and how Soviets and Soviet power fit into the overall project of socialist construction in the USSR.
