I think that this book rated so low is because it is dated so much. Although many of the issues related to weapons of mass destruction or still prescient, the world has changed a lot since this book was published in 1999. We have had the two wars over m Iraq, one to destroy WMD that weren’t there. We have had North Korea develop and detonate nuclear weapons, and Iran try to develop them. This book does not even mention that India (1974) and Pakistan (1998) had developed nuclear weapons. WMD Terrorism has not occurred, and Non-proliferation has not been stopped.

Still it is useful as a historical reference as to what the for and against arguments that were being offered.
