This edition of the United Nations Disarmament Yearbook focuses on developments and negotiations carried out by the UN disarmament machinery during the year 1999. The publication while assessing some of the recent set backs for disarmament, also reminds the reader of the often unspoken successes achieved throughout the years such as: the decrease of nuclear arms stockpiling, increased attention of the world community towards excess arms stockpiles and illicit trafficking in small arms, improvements in transparency. Ultimately the publication emphasizes how disarmament is not just a lofty ideal, but also a very practical and realistic approach to international peace and security. Several changes of format have been introduced in this edition making the volume more reader-friendly and enhancing its usefulness as a reference work.
