This is pretty much exactly what you think it is. And it's just as good as you think it might be. Actually, no, it's better. It's well organized and well illustrated. Just be prepared for synonyms for common construction materials that you weren't expecting (drywall is also known as gypsum board, by the way).

This book was a necessity because our township's building codes are known by only two people in the permit office, both of which can't recall where they are documented. I'm rating this so that I can remember its title in a few more months when we'll need it again.
