This textbook is full of gross errors one of which is clearly illustrated by its figure 14.20 which shows a comparison of computed and observed temperatures downstream of a reservoir. It shows their temperature computations and observations in deg F in comparison to the equiibrium temperature of surface heat exchange on the left X-axis over a range of 49 to 55 deg F. . The right-X axis is also labeled in deg F but over some strange range of of values fromfrom 40 to 280 deg F ranging well above the boiling point being produced by solar radiation and other sources. The observations tend to show daytime heating from 8 in the morning until 4 in the afternoon and again the next dayfrom 8 in the morning until 4 or 5 in the afternoon. It is difficult to assertain how much of the trend in observed data might be due to reservoir stratification with cooler bottom water being released followed by a fairly warm lawer above that up to a warm surface layer.

A better more exact formulation of resservoir release warming is given in a paper by Finch and Gash (2002)" Application of a simple finite diference model for estimmating evaporation from open water" along with many illustrated cases found in 11_Jenson.pdf text and graphics. with more updated evaluations of surface heat exchange and with reference to more precisely defined response temperature of surface heat exchange, as well numerous evaluations of the coefficient of surface heat exchange in proper units.

There are many other texts on Water Quality Management with better detail on the history of water quality regulations over the years as they transitioned from state-by-state and river basin guidelines through the water quality act and presently the regional regulations of EPA.
