It also covers the two basic procedural approaches in administrative law, rulemaking and adjudication, and then considers theoretical issues. Each section begins with a narrative description of the law followed by cases, statutes, regulations, and other materials one would consult in a practice to resolve issues.

Not very helpful. Had to read it with E&E Administrative Law by the same author (Funk) to have a clue on what's going on.
