Since the 1980s, the World Bank and the IMF have linked development assistance in Africa to the acceptance of Structural Adjustment Programmes (SAPs), programmes that aim to reduce public sector expenditure, while at the same time attracting foreign investment through the liberalization of the nations' trade and financial systems. There has been controversy surrounding the SAPs since their development, not least because of the high social costs involved in operating the programmes.
