Lieber [1800-1872], a German scholar and political activist who suffered persecution from the Prussians, was early associated with the historian Niebuhr. He immigrated to the United States in 1827, and his writings, among them an encyclopedia that was the foundation of the Encyclopedia Britannica , advanced his reputation. He became professor of history and political economy at South Carolina College, and was later appointed to the same chair in Columbia College. In 1865 he moved to Columbia Law School, where he became a prominent political philosopher and consultant to the Union government, due to his influential writings on military law. Francis Lieber (1798 or 1800 – 1872), known as Franz Lieber in Germany, was a German-American jurist, gymnast and political philosopher. He edited an Encyclopaedia Americana. He was the author of the Lieber Code during the American Civil War, also known as Code for the Government of Armies in the Field (1863). The Lieber Code is considered the first document to comprehensively outline rules regulating the conduct of war, and laid the foundation for the Geneva Conventions.
