James Orchard Halliwell-Phillipps, born James Orchard Halliwell, was an English Shakespearean scholar, antiquarian, and a collector of English nursery rhymes and fairy tales.
Not a Shakespeare expert by any means, but this seemed a competent and judicious biography from around 150 years ago. I suspect some increased knowledge about dates has accrued since, as Shapiro's book about 1599 links that year to several plays, whereas Halliwell-Phillipps associates only one play specifically to that year. Reading it though, one does realize just how much we know about a modest commoner that some people don't want to believe did anything notable or was a front for other people. All that said I think Shapiro's book is the one I would recommend to someone who wants to get a better feel for Shakespeare in his times.
One bibliographical note for those who care. I actually read a hard copy version of this book that is included in the Henley edition of Shakespeare published by Colliers at the beginning of the Twentieth century.
