While the numerous precincts to the north in Los Angeles are busy trying to protect residents from all manner of criminal activity, the Torrance Police Department seemed to be quite adept at issuing jaywalking citations and enforcing parking regulations. The idyllic beach cities of the South Bay are always in adequate hands if a bicycle goes missing or volleyball game gets out of hand, but a string of grisly murders threatened to cast a permanent dark shadow over the once-peaceful oasis as long as they remain unsolved.
Two unlikely cops with an even more unlikely puzzle try to unravel a deadly game as the body count climbs and the tensions grow. Rookie Rudy Valencia and veteran James Duggan follow the mortal breadcrumbs as the bloody trail challenges them with impossible odds, leading them to the most improbable of suspects.
