What a pretty book! Lovely photos to illustrate the costume, and - bonus - child models of different races. The costumes themselves are adorable.
I probably wouldn't recommend it to a beginner, but if you have some experience sewing, you can make some really cute costumes from this book. While I haven't actually made any of the costumes, the instructions seem clear and easy to understand.
