This book deals principally with the Treasury's control of the public money spent by central government departments under the general head of 'establishments'--staff complements, pay, pensions and so on during the period of 1854 to 1874. Divided into four parts. Part I describes the organization and procedures of the Treasury, drawing particular attention to the dominant and dominating position of the Assistant Secretary. Part II deals with the Treasury's control of establishments -recruitment, division of labour, and staff complements; Part III with control of conditions of service---salaries, allowances, promotion, leave, discipline, and pensions. Part IV deals with the treasury control of expenditure and the development of the Civil Service.
