Welfare Bushed

Explains how urban models of social welfare have not met rural needs since the system was expanded to the countryside in the 1980s. Attributes the failure to factors that have been part of the welfare system since European settlement and have always mitigated against its successful adaptation to rural contexts. Among these are a fragmented and centralized policy and service system, a highly professionalized welfare workforce, and an approach to social care that isolates people from natural sources of support.
