The subject oi this book is dual, as purported by its title. The Pericosmic Theory is strictly scientific, being deduced from the positive data Of astronomic Observa tion by means of mathematical processes according to geometrical principles. But, while it is in harmony with the rudiments Of physical science heretofore elaborated and conventionally accepted, it claims to be an original discovery as to the outlines of cosmic evolution in a sense more determinate and express than has formerly been apprehended by cosmologic inquirers.

"The rotary motion of a new-born planet is directly proportional to (a) the diameter of its volume, and inversely proportional to (b) its procentric gravity and (c) the inclination of its equator to its orbit."
