Published in 1974 -- only fifteen years before the 1989 end of Late Modernity with the pulling down of the wall in Berlin -- Mr Richard J Stillman II's description is ironic indeed, of a languishing mode of 'public management' that to-day is become well-nigh extinct as the polar ice-caps.
