Comprehensive Deterrence Forum: Proceedings and Commissioned Papers

In October 2015, U.S. Army Special Operations Command facilitated a forum to explore the subject of comprehensive deterrence. Part I of this report delivers the forum proceedings, reflecting a robust discussion of deterrence. To support the discussion, the RAND Corporation commissioned five papers to examine aspects of comprehensive deterrence, referencing four waves of deterrence literature. The papers are included in Part II of this report.
