Дуже вузько-спеціалізоване чтиво повне бюрократизмів. Це набір статей, досліджень провадження політик і реформ у країнах, що вступили до ЄС 2004го року. Головною претензією до авторів є повне ігнорування використання країн-кандидатів вступу як інструменту впливу на сусідні країни-кандидати (Угорщина з її меншинами), а також історичній тяглості традицій кандидатів. Те що можна пояснити цими речима автори сприймають як просто аномалія, не беручись це пояснювати.
