Tod Watson, an eight year old lad, answers an ad in a comic book, and receives a hero's outfit. Tod's life for thirty-seven days will never be the same, and neither will the small town of South Fork. Disguised as Ratman, Tod saves his best friend, and performs other feats of heroism.
