A storm has left the oil tanker S.S. CRAIG MICHAEL stranded and almost blocking the only channel to the bay at Cabo Esco and the Portuguese fishing village of Porto Esco. Sent to investigate, marine insurance inspector Laird hires a diver, who meets sudden death underwater. Then there is an attempt on Laird's life.
