There is clear need to formulate alternative approaches to the present structural adjustment programs in Africa. These programs have not ventured beyond economic stabilization, sanitization of public finances, and an ideological reorientation toward minimal government. Insufficient attention to the links between macroeconomic policy changes and microeconomic behavior has negatively affected investment and activity. The UNDP commissioned the Food Studies Group at the University of Oxford to analyze recent experiences and to provide an appropriate set of development objectives. Their findings provide essential reading for all those involved in preparing, negotiating, and implementing adjustment programs.
