The authors met regularly for five years as members of the Study of Parliament Group, a small but influential and learned body consisting of academics and some officers of both Houses. The Group was brought together by the belief that parliamentary government in Britain is a valuable institution which should be studied more intensively with the object of preserving and improving it.
