Estudia la relación entre asentamientos humanos y sistema político basándose en investigaciones de campo realizadas en Argentina, Perú, Chile y México. Resume el estado de la llamada “marginalidad urbana”, y presenta los resultados de la investigación sobre asentamientos precarios en Caracas, con objeto de compararlos con estudios realizados sobre la ciudad de México y Santiago de Chile. Luego de analizar diferentes experiencias de movilización social en los asentamientos ilegales, trata de sugerir algunas de las consecuencias para el futuro de las políticas urbanas en el Tercer Mundo.

He is the author of, among other books, the three-volume work The Information Age: Economy, Society, and Culture.
