One of the most pressing problems faced by Europe's legislators today is the question of how to draft precise and yet intelligible law-texts, thus reducing the proliferation of law and improving its quality. The contributions to this book offer instruments, materials and expertise to reach these goals. Ten authors deal with the different steps of the legislative from defining the norm-content, drafting the norm and enforcing it to the evaluation of the effectiveness and efficiency of the law. Finally the book presents suggestions on how to train draftsmen and legislators in ministries, parliaments, universities. The contributions were presented and discussed during the 1. Congress of the "European Association of Legislation (EAL)" in LiÃge (1993). They represent the state of the art of legislation throughout Europe, a discipline that needs to be developed as a prerequisit for the building of European law.
