Sophisticated discussion of federalism from an excellent set of writers. Two essays in particular stand out -- Diamond's discussion of the Founders' theory of federalism, and Grodzins' powerful discussion of "marble cake federalism" (the reality of inextricably shared functions of different layers of government, contrary the expressed intentions of the Founders).
