That one man can perform all the duties now performed by the Sheriff and Treas urer of any County in the Territory, and for one-half the compensation now paid, is no longer a debatable question and the same reasoning will apply with equal force to the offices of Probate Judge and County Clerk; or, if the Judges of District Courts will appoint the officer elected by the people as County Clerk, Clerk of the District Court in his County, it will enable the Legislative Assembly to reduce the fees of both offices and thereby largely reduce the expenditures of the several Counties. Our pres ent County system is not adapted to the condition of Counties so sparsely settled as ours. It provides for as many officers as does the County system of the most pcpu lous States, and yet we have neither the business nor the revenue to sustain it. A community, 110 more than one of its individual members, can live indefinitely under the pressure of a steadily increasing debt. The expenditures of our local governments must be checked, and their power to contract debts restricted.
